Since the HR has more features than the Charge, this is the one you should choose.

The Charge is similar to the Fitbit Charge HR but is smaller and doesn’t have as many features. The only drawbacks with the Charge are that you cannot combine the two with another Fitbit device like the Recharge and so on. If you do, though, you’ll be able to use those activities to your advantage. However, if you just want to get started and start tracking your workouts, you might not want to combine the Charge with another product. Since the other Fitbit products come with a built-in heart rate monitor, that feature makes more sense.
